Make sure that you add an allow rule in your firewalls and if behind NATs you must setup Virtual Server / Port Forwarding usually located under the WAN settings of your router to route the external ports to the internal address on your network that is hosting the chat service.

Yes, you can sign-up with an external free service such as noip.com and obtain a hostname that can always point to your current IP address by using the built-in Dynamic DNS (DDNS) client.

You must first obtain a valid hostname that points to the public IP address of your chat service and then assign it as the server name of your chat service. Then ensure that there is outside connectivity to the built-in web server of your chat service using the insecure HTTP (TCP port 80). If you are already running a web server and cannot use the built-in one, you may assign it to a different port to avoid causing a conflict and update the challenge path if required. Then you should be ready to enable the Let’s Encrypt certificate feature, and it will notify you if successful or provide useful information that will help you with troubleshooting further.

On the local machine running OfficeIRC Server whilst logged in as a Windows Administrator you can open the OfficeIRC Server shortcut to run the Launcher utility. Within the launcher utility you can click the Configure button, and this will automatically log you into the chat service as an Administrator. From within the OfficeIRC Remote Control utility you can navigate to the Operators section, and then create your own account. You can then use these new account credentials in a chat client to automatically authenticate yourself when connecting. However, if already connected you can use the /OPER <account> <password> command.

Registration has been implimented under the draft IRCv3 account-registration extension using the /REGISTER {<nickname>|<channel>} [<email>] <password> command. Users may also remove their unwanted nickname or channel registrations using the /UNREGISTER {<nickname>|<channel>} command.
